Whether Korea needs to register K-Reach when importing liquid silicone from China depends on the specific situation:
Import volume: If the annual import volume of liquid silicone exceeds 1 ton, registration is usually required. However, if the total production or import of new substances in Korea exceeds 1 ton/year, even if the import volume of individual enterprises is less than 0.1 ton/year, they may be designated as enterprises requiring registration; for existing substances, if the total production or import volume in Korea exceeds 10 tons/year, even if the individual enterprise is less than 1 ton/year, they may also be required to register.
Material characteristics: If liquid silicone is a new chemical substance and the annual import volume exceeds 0.1 tons/year, formal registration is required. If it is an existing chemical substance, registration is required if the annual import volume exceeds 1 ton/year. However, for non-hazardous existing chemical substances (no health and environment-related classification labels under GHS), no matter what the registered tonnage is, only the data required for registration of 1 ton-10 tons/year needs to be submitted.
In addition, starting from January 1, 2025, the Korean K-REACH regulations have been revised, and the tonnage threshold for new substance declarations has been relaxed, and the declaration/registration requirements have been raised from < 0.1 tons/year to < 1 ton/year. However, the declaration requirements for new substances have been upgraded, and the classification information and data basis have been strictly reviewed. A higher level of data integrity is required to support the declaration and determine the hazard classification.
